Action 3 of the Youth in Action Programme finances projects (in particular international youth exchanges and training courses) made in cooperation with neighbouring partner countries of the European Union (Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia, Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Russian Federation, Algeria, Egypt, Israel, Jordan, Lebanon, Libia Morocco, Palestinian Authority of the West Bank and Gaza Strip, Syria, Tunisia). This action allows you to create projects both in a European country or in a Neighbouring Partner Country other than the countries of the Mediterranean (Algeria,Egypt, Israel, Jordan, Lebanon, Libya Morocco, Palestinian Authority of the West Bank and Gaza Strip,Syria, Tunisia) that may participate in projects that take place in Europe (or elsewhere) but they cannot host the activities.

Action 3 aims to develop mutual understanding between nations in a spirit of openness and at the same time contribute to the improvement of the quality of the third sector, and in particular of youth activities in the neighbouring partner countries of the European Union.

Action 3 of the Youth in Action programme allows to carry out both youth exchanges and training andnetworking projects with neighbouring partner countries.. nternational youth exchanges that are eligible to receive grants from Action 3 follow the same procedures Action 1, the only difference is that they include participants and partner organisations from countries outside Europe that often don’t have a National Agency of the Youth in Action programme. Also, same procedures that apply toAction 4, except for the involvement of neighbouring partner countries.

For the cooperation with Mediterranean countries another opportunity is provided: Action 3 of the Youth in Action Programme in fact does not allow to perform an activity in one of the Mediterranean countries. The Euro-Med Youth programme Euro-med Youth, managed by the Directorate – General for Development and Cooperation – EuropeAid, provides grants to organisations located in the Mediterranean countries who want to carry out a project and host it in their own country.
